Ghem-Colonel Millisor is a Cetagandan counter-intelligence officer. For 25 years he was the security officer for a along range military genetics research project.

The project eneded when its product, a person with telepathic abilites, escaped, killing the project head and blowing up the lab.

Millisor spent three years hunting the subject, Terrence Cee, who carried in him the L-X-10 Terran-C (or telepathic) gene.

He finally traced Terrence to Kline Station, leaving a string of corpses in his wake. There he met up with Ethan Urquhart and Elli Quinn who finally managed to kill him.

He managed to report the destruction of the genetic material before he died. Unknown to him, the material soon left for Athos.
